The WRONG way to do TDP Road Pricing

This is the scheme that is described by the Department for Transport's Road Pricing Feasibility Study. It leaves the driver vulnerable to snooping, since data about his journey and data about his identity are stored in two different computer systems in a way that allows them to be linked.
